How likely is Amex Velocity Platinum signup bonus to return to 100k points?

Hi,
I need 130 000 Velocity points by oct to book some Hawaiian airlines flights for travel Oct 2019. The Amex Velocity platinum is now back to 50k points signup bonus. Is it likely to return to 100k? Alternatively is it possible to use my Qantas points to book this Hawaiian airlines flight? Velocity points seem much harder to come across… thanks
