What cards are best for these kinds of transactions?

AMEX. From my research any expense from PayPal will accrue points as normal. Is this correct?

Which Visa or Mastercard would accrue the most Velocity points based on $30,000 of payments to the ATO?

With BP’s velocity program ($1 = 1 point), will paying with a velocity earning card mean ‘double points’? Say $100 = 100 points, then CC maybe $100 = 150 points, so ends up 250 points for a $100 transaction.

For overseas transactions of approx $5000 AUD per year, is there any card that pays for it’s cost in points earnt? Have a feeling a no-points but no currency conversion card is best.

With the Amex Travel Credit, can you buy a domestic flight then use points to upgrade it?
Is it better to do upgrade via points, or use the credit to buy a business class ticket directly?

Probably not for just the $5000 spend. Bankwest platinum has no foreign transaction fees and earns half a point per dollar spend but the $160 annual fee ???

You should be able to eg. You book a Qantas flight through Amex Travel and pay using your Amex credit card.  Once booked you log on to your bookings on Qantas website and upgrade using points (if upgrades are available).

I assume you’re referring to the $400 annual credit that the Explorer card came with? If so, you need to be aware that any booking using that credit needs to be equal to or greater than $400. I couldn’t find that in the T & Cs but yesterday I booked a hotel room costing $390 for one night and a pop-up prevented that…no probs, I just went for the next best room for $410 and paid the $10. I cant help with the comparison you ask.
